When I played it I assumed that Telma had a thing for the Shaman but he didn't really like her so that's why he gave Link the later, so he wouldn't have to put up with her.

A ''shaman'' is a religious man, and selma is a rambunctious rapscallion, haha. Anyhow; although she's a nice lady, he probably thinks her morals are in the wrong place.
