well that's what my guide said
and pikachu did seem to come up more with a yellow pokeblock........

you find dialga at spear pillar on mt. coronet some time after you visit celestic town

i have the new pokedex book

Yellow pokeblocks has no influence on the frequency of Pikachu's appearing as far as I know...
