The Nintendo Wifi USB Connector just allows you to go online by "stealing" you PC's internet connection. So no need for routers or Ethernet cables.

so when the adapter is plugged into the usb of my computer does the computer have to be on for me to get an internet connection from my wii?

Yea, your computer has to be on to use the USB connector. I have a wireless setup at home, so I'm good.
