OK, so I have this forum, and I just started it not that long ago, and it's not so great just now. This is the first time I have really made a forum, so I'm kind of struggling. What I need is a skin creator, or a skinist or skin maker... someone anyway, that can make skins.

Chances are you'll have to use a default one or it'll cost quite a bit of money for a good one.
