Say if someone got banned from a forum named JJAB91 then about 2 weeks
later someone named JA91B joins is it that place in sight that there the same person?

We have measures set up that can check if people are registering two accounts.

Yep, it's impossible to past the filters we have set up, unless you move countries......

If it's for another forum:

Change your username, re-registering with an obvious username is a no-no.

I don't think this means they are the same person but I think it makes it likely they are. The likelihood would depend on factors like the number of members the site is getting and etc.

If ya mean you wanna know if people can check if 2 people are the same person then I think most forums can do that yeah.

I'm sure I could get past them.

I tried with a couple max anonmymity proxy and the like, still came up.
