A child doesn't have your sense of responsibility and reason, HH. They are easily influenced by their friends and will break rules to be considered cool and such. Also, the school has certain responsibilities to the children...
Parents DO have a huge part in it at home and good habits are the way to go but while the kids are at school, they're not there to make sure their kids eat well. So if there is junk food at school it's not the parent's issue. It's the school that should put in healthy food.
That's why I think every school should have healthy menus and ban soft drink machines and candy and such. Plus healthy food means more energy in long term, so more productivity and better attention span.
